The remit of Programme Delivery is wider than just the project/programme management aspects as it can be accountable for the delivery of complex products and services that are being delivered by multiple teams and includes PMO, project & programme, business analysis, change, method & process. The Programme Delivery function must provide leadership, management and intelligent controls that deliver success, confidence and certainty to your Programme and be responsible for the overall integrity and coherence of the programme.
The programme management component is responsible for delivering change and provides effective co-ordination of the programme’s projects and management of their inter-dependencies including oversight of any risks and issues arising. It also includes the co-ordination of the new capability for the business to enable effective change and realisation of projected benefits. We would expect this to cover:
There will be a requirement to develop and maintain the programme environment to support each individual project within it – often through an effective programme management office (PMO). NWT now advocates the use of a Digital PMO as this function brings together the traditional functions of the PMO and recognises that the world is changing with the move to Digital and the aftereffects of the pandemic. The key to the Digital PMO is data and the presentation of the key information to each relevant stakeholder, at any time, on any device. It is real-time data processing and analytical interpretation, made available in a timely fashion to inform business decision-making and allows business owners to retrieve relevant digital transformation data at anytime from anywhere.
Programme Delivery is also responsible for directing and communicating the various strategies, process and tools that will be used on the programme. There is often a Programme framework that is implemented which consists of a set of management tools used to design, monitor and evaluate interventions. Many of these will be determined by the Architecture Office or the Office of the CTO but their implementation and the adherence to the standards that have been set, are the responsibility of this function. Programme Delivery needs to understand the different phases of product/service delivery and must maintain a product/service or process through the delivery phases, into live and then into retirement. It needs to guide a team through the different phases of the delivery product life cycle and ensure the quality of the product/service. We are finding that organisations are now considering agile principles, often associated with a DevOps and CI/CD approach, and the adoption of agile as a way of responding more quickly to changing business priorities. Agile is not a process but a change in culture, and the journey to a revised operating model starts by experimenting with new behaviours and organising in a different way to get a different outcome. By increasing external focus, adaptability and speed, traditional approaches to delivering projects are likely to be exposed quickly as not being the right answer. NWT is happy to help advise on the best methodologies and frameworks that may be adopted as part of the establishment of the Programme Delivery function as the function will also need to consider how it can establish the necessary Agile tools and techniques, with appropriate training and coaching.
Another aspect that sits within the Programme Delivery is Commercial Management, as the function needs to act as the escalation point and resolve large or high-risk commercial management issues. Advice and guidance to the wider teams on commercial management is key in avoiding impact on the programme, e.g. budget management.
